CALL TO ORDER

Chair Kehoe called the meeting to order at 7:45 p.m.  He announced the exit locations in accordance with Connecticut General Statutes § 29-381, after which the Council joined him in the pledge of allegiance.


OPPORTUNITY FOR RESIDENTS TO ADDRESS THE COUNCIL ON AGENDA ITEMS

Peg Byrnes, Chair of the East Hartford Women’s Club Tree of Lights Project, addressed the Council on this year’s memorial Christmas tree and stated that all donations will go to East Hartford Interfaith Ministries Human Needs Fund.

Mayor Currey stated that (1) today marks the 225th anniversary of the first town meeting that was held to incorporate the town of East Hartford; (2) a beauty shop located on Burnside Avenue re-opened; (3) a new owner increases the possibility of a retail-development complex in the site that housed the former showcase cinemas on Silver Lane; and (4) wished the Councillors a Happy Holiday season.

November 18, 2008 Regular Meeting

RESOLUTIONS

Grant for Local Flood and Erosion Control Project

MOTION  By Barbara Rossi
                        seconded by Marcia Leclerc
                        to adopt the following resolution:

WHEREAS, the State of Connecticut Bond Commission allocated the sum of Four Million ($4,000,000.00) Dollars at its August 4, 2008 meeting for the purpose of financing the State of Connecticut share of repairs and studies required for the East Hartford Levee, and

WHEREAS, in order to accept and utilize such funds, the Town of East Hartford must execute a contract and related documentation with the State of Connecticut Department of Environmental Protection.  

NOW THEREFORE, BE IT RESOLVED by the East Hartford Town Council, acting both as the Town Council and the Town’s Flood and Erosion Control Board:

THAT Melody A. Currey, Mayor of the Town of East Hartford, is empowered and authorized to execute and deliver in the name of and on behalf of the Town of East Hartford a contract with the State of Connecticut, Department of Environmental Protection, which will allow the Town of East Hartford to accept Four Million ($4,000,000.00) Dollars in State funds for the maintenance and repair of the Town’s Levee system, and to take such further actions and sign such further documentation as she seems necessary and appropriate.

Housing for Economic Growth

                to rescind the resolution authorizing the submission to the Office of Policy
and Management of a home Connecticut technical assistance grant
application as made at the Town Council meeting of April 15, 2008, and to
adopt the following resolution in lieu thereof:


Whereas Public Act 07-04 of the June 2007 Special Session authorizes municipalities to create incentive housing zones, and

Whereas this legislation authorized the Secretary of the Office of Policy and Management to “make grants to municipalities for the purpose of providing technical assistance in the planning or incentive housing zone regulations and design standards, the review and revision as needed of applicable subdivision regulations and applications to the Secretary for preliminary or final approval” , and

Whereas the Town of East Hartford is an affordable community and the housing stock in many areas requires reinvestment to assure it meets the housing standards of the Town; and

Whereas the Town of East Hartford contains several historic districts whose maintenance and reinvestment are crucial to the character and structural fabric of the Town.

Therefore Be It Resolved that the Town Council of the Town of East Hartford does authorize Mayor Melody A. Currey or her designee to develop and submit a grant application to the Office of Policy and Management for the purpose of providing technical assistance in planning for incentive housing zones and providing methods of implementation as provided for in Public Act 07-04.  

And Further Be It Resolved that the Town Council of the Town of East Hartford does authorize Mayor Melody A. Currey or her designee to administer such funds should they come available to the Town.

Local Prevention Grant (East of the River for Substance abuse Elimination-ERASE)

                seconded by Marcia Leclerc
                to adopt the following resolution:

RESOLVED that Melody A. Currey, Mayor of the Town of East Hartford, is hereby authorized to execute on behalf of this municipality a grant application in an amount not to exceed $5,675 with the State of Connecticut Department of Mental Health and Addiction Services to support the activities of a local alcohol, tobacco, and other drug abuse Prevention Council, and to file any amendments or reports as may be required to successfully complete the terms of the grant contract.

Bid Waiver re: Road Improvement Program/Public Works Department

                to waive the bidding requirements of Town Ordinance Section 10-7(b) and
authorize the Administration to utilize the quality-based system outlined in
a memorandum dated November 4, 2008 from Nick Casparino, Civil
Engineer to Assistant Corporation Counsel Rich Gentile as a process for
purchasing professional services for the town’s road improvement
program.

                to amend the motion as follows:
                to waive the bidding requirements of Town Ordinance Section 10-7(b) and
authorize the Administration to utilize the quality-based system outlined in

program hiring a consultant firm for design activities and
pavement management activities, and a consultant firm for
construction administration and inspection services related to the
road improvement program.

Kilty Farms Property Acquisition

six months (June 17, 2009) in accordance with Town Ordinance §10-18(b).

Connecticut Natural Gas Company re: Itron, Inc.

                to refer to the Fees Committee the issue of a proposed license agreement
between the Town of East Hartford and Itron, Inc. to review the matter and
to report back to the Town Council with its recommendation at the January
6, 2009 Town Council meeting.

OPPORTUNITY FOR COUNCILLORS TO DIRECT QUESTIONS TO THE ADMINISTRATION

Don Pitkin inquired on (1) the proximity of the new elevator to a handicapped bathroom; (2) a progress report on the Main Street Redevelopment program specifically with the following information: (a) the amount of the town’s investment in this site for the properties that have been purchased and demolished; (b) the amount of taxes that have been lost to this date; (c) the amounts of monies/taxes specified in (a) and (b) that have been recovered to this date; (d) what is still outstanding to date; and (e) the amount of money paid back to the town by the Redevelopment Agency.

Marcia Leclerc commented on how much better the Main Street area looks since the Main Street Redevelopment program went into effect
